Parish President Randy Delatte Cuts Ribbon on New Animal Shelter in Livingston Parish

The Livingston Parish Animal Shelter, operated by the parish government, held its grand opening and ribbon-cutting on March 12, 2026. This facility is a new 15,000-square-foot building constructed as an expansion adjacent to the existing shelter on Florida Boulevard, designed to house both dogs and cats with a focus on adoptions and community access. The total construction cost was $3.5 million, funded by a mix of federal dollars and the parish's general budget. It triples the previous capacity and can house up to 50 animals in on-site kennels, while also handling 40-50 animal-related service calls per month parishwide.
The facility offers space for cats nicknamed a "catio" where they have indoor and outdoor access. The same for the dog areas. Each has a cell that is indoor protected with outdoor access.
The parish continues to ramp up it's messaging and access for adoption / fostering of animals. The parish also oversees a program for feral cats that spays or neuters them and then returns them to their location.
"Yesterday was a special day for Livingston Parish as we held the ribbon cutting for our new Animal Shelter.
It was encouraging to see so many people from across our parish come together to celebrate. Members of the Parish Council, our Sheriff, state representatives, mayors, and some of our citizens all took the time to be there. Moments like that remind you that serving our community is truly a team effort.
This new facility our commitment to improving how we serve both the people and the animals of Livingston Parish. One thing we are especially excited about is that this shelter will allow us to take some pressure off of our Sheriff’s Office by responding to many animal related complaints and situations that deputies have traditionally had to handle. That allows law enforcement to stay focused on public safety while ensuring animal issues are handled by a team dedicated to that mission.
I also want to give a very special thank you to our Livingston Parish Animal Shelter staff. They have a big task ahead of them, but they have already shown the dedication and heart it takes to do this work well.
